I'd make the next generation focus on balancing and streamlining the game. I'd simplify egg moves, tutor moves and heart scale moves so they're all mutually inclusive, tutors would be removed and heart scales would give you access to the full movepools. Any move that you could heart scale, you can also get via the egg move method.
Items to change IVs and natures would be made available, though costly as an alternative to breeding. It's silly that we have to shelf our ingame bros to create the same cookie cutter 6 perfect IV perfect nature pokemon for competitive.
Once a pokemon has learned a move, it now never 'forgets' it. Instead you can equip 4 moves on them at a pokemon center like items in a normal RPG. HMs and other non-combat techniques could be used from this pool even if they weren't equipped.
All pokemon would have all of their moves deleted and replaced with the first four of their new learnsets on transfer to the new gen. Movepool reassessments would be made throughout the game.
Moves would be balanced and simplified, all redundant moves would either be made non-redundant or eliminated.
All pokemon would receive a stat and ability review for the sake of balance. This is actually very easy for GF to do, and they have done minor stat adjustments in the past while keeping the ability to transfer.
All non-third stage mega evolutions are either removed or turned into permanent third stage evos.
Balance would be done around three metagames: 6v6 singles. 3v3 singles and 4v4 doubles. Ideally, every fully evolved pokemon would be balanced to have at least a niche use in at least one of these metagames. All non-trio legends would be the only pokemon restricted from entry in these metagames, and as such all other pokemon would be balanced in a way that they would not be gamebreaking (ie fucking speed boost blaziken lmao).
