Zeraora is just a Mythical Pokemon, it got its "shilling" long after Gen 7 dropped, this is different from the actual shillmon, that suits have merch and media produced for before we actually get the games they're in, i.e Lucario movie pre Gen 4, Zoro movie pre Gen 5, Incineroar in a movie pre-Gen 7 and Greninja getting "chosen" for Smash before Gen 6 actually came out, etc.
