The more sensitive, nature loving types never approved of Team Rocket's methods (obviously) and the Trainers that prefer to apply similar methods to controlling their Pokemon don't like Team Rocket because of all the regulations that sprung up in response to their poaching, which they DID go a little overboard with.
But there is a steadily growing sentiment that Team Rocket was ultimately beneficial to the Kanto region as a whole because their operation kept foreigners from gaining a major economic/political standing in the region. Which is really why Team Rocket had to go in the first place; they were messing around with too many different groups' profit margins.
