I was trying to think of a Ground Pokémon that really needs an evolution. Stunfisk is the only one without, Whiscash and Camerupt are both two-stages with terrible stats (though latter has a mega).
But I'd guess I'd go with Wormadam. Two-stage, atrocious stats, no alternative Bug/Ground available.
