In FRLG, if you level only your starter, you can EASILY have a lv36 starter by the time you get to the third gym simply by battling all the trainers.
If you do the same thing in LGPE, you'll probably have something closer to a full team of early lv20s despite the game having a forced exp share. LGPE is much better balanced as a result.
