Either way, it's more likely just meant to be a nice surprise so you don't get bored with just seeing Gastly and Zubat, so they add Pokemon that still fit, even if only tangentially, to the creepy/spooky feel. Either way, it's a blessing for me, cause I barely ever saw em before now, and now I have three Hypno.
