Basically, it's about Dawn wanting to prevent her worst case scenario (which, in this case, is Cyrus dying) by creating new Dawns/parallel universes, somehow. Or something along those lines.
There's a third page which isn't really crucial for this thread, it's just a snippet of the new Dawn (the one waving in the last panel) talking to Cyrus but at an earlier point of time (the page starts off by her asking if Cyrus really needs to develop something as dangerous as the Galactic Bomb). I think the last panel implies that this Dawn could be his saviour, so good for them I guess.
