Everything here relates to the early development of Pokemon, the 4chan post is a translation of the 1996 Pokedex released in Japan only, the Dr. Lava page is from 1995, and the one about whipping is from an early book written by one of GameFreak's developers. Shudo's quote is about how the anime staff decided to think the relationship between humans and Pokemon as and of course the games told you the same thing in the first instances of the games.
With this in mind Pokemon being portrayed that way falls in line with what they've been saying all this time. Indeed Pokemon have been conceptualized as these creatures being like cats and dogs since the start, and that's the reason they act and are treated certain ways in the anime and games. You can fault gamefreak for being lazy in some areas but this isn't one of them.

Twitter posts like these may be memes but they uncover a way a lot of people see Pokemon as. In this board we're dealing with people that put their sentimental values over what is actually presented and constructed, values that mean very little to most people especially given how the series opts to present Pokemon. The series itself cares very little about certain distinctions people here try to make, they simply do not materialize in the source material and only really materialize with fans only.
