Making swimsuit models for 11 year old characters would definitely cause an outrage from certain people and they probably want to avoid that. And think of the VGC tournaments that are streamed on the official Pokemon channels etc. Imagine all these VGC players making their characters wear the swimsuit and during the whole championship we're just staring at little kids wearing swimsuits.
