>Brawly & FlanneryYou can skip Brawly the first time because fuck Flash and just not fight him until after Wattson or Flannery. You can also just not fight Flannery once getting to her town, but literally why would you go out of your way to do one of these two options:
Roxanne >> Wattson >> Brawly >> Flannery
Roxanne >> Wattson >> Flannery >> Brawly
You might as well fight Brawly and Flannery when you get to them because guess what. You need 4 Gym Badges to challenge Norman and get Surf.
>Winona / Tate & Liza / Wallace/JuanYou can skip Winona. The twins have to be fought before Wallace/Juan. You can fight Winona after the twins. I do not know if Wallace/Juan require 7 badges before fighting them or not. Someone will correct this part of the post.

You might as well fight Winona when you get to her town because Fly is invaluable unless you really like water.
