A villain who goals, motivation, and plan that do not line up with their character is a bad villain. If the villain plan is stupidity and full of hole but, the villain is some short tempered, egoistical, midwit that at least got you a good start. The opposite is also true...
I know this isn't part of the question but I got to rant. Chairman Rose is one of the worst Pokemon villain of all games. This is a man who had build a mage corp from the ground up, had massive plan for ten years, had Leon grooming and training during that time, and then goes off and dose something incredibly reacted because reasons. And don't get me started on what Pokespe tried to do to justified Rose action. The worst part is that they didn't even need to do that much to justified Rose action. Just give him a massive case of Hero syndrome and boom that solves many of the problems with Rose plan.
