Back in Gen 1 a lot of Pokemon were flat upgrades of each other because it leaned harder into the RPG aspect and you weren't supposed to develop bonds with your mons as individuals, but instead replace them when something better came along. This isn't true with every mon, obviously, but the massive ocean of Poisons, Bugs, and shitty Normals support this.
Pidgey, Spearow, and Dodrio best reflect this. Pidgey is the weakest overall but comes with three evolutions, meaning that it'll always be useful until you can replace it permanently with Dodrio. Fearow is stronger than Pidgey and evolves much earlier, but it has overall lower stats than Pidgeot and Dodrio. Dodrio comes the latest in the game and also evolves the latest, but it's easily the strongest of the three.
