even full on injecting with 31 IVs in each stat, full EVs, hidden ability, and full movesets, at level 100, is okay. Legality is the only barrier, everything else just saves you (a lot of) time and avoids unnecessary fiddling around with RNG. It’s cheating to do such things in order to beat the league of course (The exception being IVtism), but postgame is absolutely fair game.
