Many fairies have appearances that beguile their true selves and personalities and Hatt fits that to a T. She's cute and charming from a mere surface glance but her doll-like inner body and face that contorts into nightmarish grins paint the image of a creature that looks otherworldly. It's as if she came out of the fae wild; her design is something dreamlike and surreal. And her behavior perfectly matches up with the fairies and witches she's based upon; cursing and maiming those who cross her and break the rules she imposes regardless of whether they were aware of them or not. But if you get to know or bond with her (such as by catching and training her), you'll find a friend who will love and protect you just as much as any other Pokemon (and fairies in older tales gave you the motherload when they rewarded you).
Game Freak set out to make a Fae Pokemon that was the personification of Old English Fairy Tales and they nailed it on the head. You couldn't make a better execution for that concept than Hatt.
