From a timeline perspective all of the Champions that are the currently here are the current Champions of the region now. This can't be said about Gary because no matter what, GCSHGSS takes place after Kanto. Even if they did make Gary Champion, they would've reversed so quick during JN.
What did you guys think would happen when potential BW2 games came out anyway? Alder would still stay a Champion? Anybody who pushed their feelings aside about this whole thing and character would realize it was always a chance this could happen. She's Champion in the games and the anime is a commercial that sells merch. Iris is more famailr as a character then Alder was hence why she came back and a served as Unova's representation.
Gary is inferior to Iris (in terms of status in the show) so that's possibly a reason why she got priority. I don't really care for the character and I'm only really defending the logical reason this happened rather then what people consider good writing.
