With Dynamax, the justification of it being broken was the traditional one, it homogenized the meta by centralizing around a specific set of core sweepers, mainly Flying types.
Terastalize breaks every competitive mon with good stat spreads, abilities and movepools, all at once. You can't really say "it's centralizing" because it's literally so complex there is no power play.
Take Ash-Greninja, for example.

This is well above the power of Protean Greninja, because of AG's great BST and spread letting it nab KOs Protean Greninja would fail to get.
But you have this for every mon, including Hydreigon, Latios, Melmetal, Golisopod, Regigigas, Zeraora, Dragapult, Kartana, Blacephalon, Terrakion, Frosmoth, Darmanitan, Heracross, etc.
So many mons have to be banned, Smogon won't do it, but they can't prove the mechanic is centralizing because there are so many ways to abuse it.
