Instead of banning Gyarados (then Hawlucha (then Excadrill (then Darmarnitan-G (then eventually everything else)))), Smogon just banned the mechanic for almost every metagame besides AG (which has only endless clause) and Random Battle (which is for casual play).
If you want to know, Dynamax wasn’t originally going to be banned in Doubles. They tried preserving Dynamax by banning shit like Beat Up, Weakness Policy, and several dozen Pokemon before people realized Dynamax is the issue, which thankfully is not what happened and we got a Dynamax Meta for just a few months.
