If you want to call character development then really only JN, XY and BW can be called into question for not really developing him. SM, DP, AG and OS Ash all have pretty clear character arcs that had him progress as a person with SM's family theme and finding a place in the world, DP struggling with feelings of inadequacy and training philosophy against Paul, AG learning to be more mature and teaching another trainer or OS being a brat who had to wisen up through trial and error. So you'd only reach a 'dead end' with the end of SM thus far.
The funny thing with people like you is that you pretend that getting a different character suddenly fixes bad, lazy or uninspired writing. Ash 2.0 isn't going to have any better potential and if they could do something more interesting they would have done so. What character are you thinking of really? Fucking Origins Red?
