TPCi are literally the clowns who recast all the voice actors for the main characters from Day 1 in OS until late AG in English, just to cut costs on production of the English dub (they later also apparently messed up other countries dubs too, Spain and Italy the most angry about it), and are also the people who decided to keep the worst writer of the old 4Kids Era (James Cathcart) and give him infinite power over the script writing for the rest of the Series as well as giving dub Gary the roles of James + Meowth to boot, as well as lastly get rid of John Loeffler for Ed Goldfarb toward the end of the Series as well in XY to JN now.
TPCi is a business, and seeks to make money, nothing more: what makes them extraordinarily bad is that they care nothing about the quality of what they put out, and have lasted this long on Pokemon as a brand as opposed to production values. If it gets tons of cash and revenue, they're happy with that. TPC Japan is who you are referring to, not TPCi, as well technically but they clearly also took a similar direction over time- though they still appear to at least have cared enough to make a banger opening theme and some resolution to the 25-year long ad here.
