An engineer needs to know a bunch of many disciplines, such as thermodynamics, statistics control, advanced algebra, and such other things. In the practice you most likely will just use a part of all of those knowledge at a time in real time. And ypuost likely will have tools and other stuff to make it easier. But during exams, you don't have access to anything other than your memory. Because the main purpose of a exam, is making bsure you got it, that's why as you advance in education you can literally pass with 40/100 marks. From a pedagogical standpoint, means that you are able to practice that knowledge.
That's the same case for gym leaders. They won't go all out against a begginer because for that sake, 80% of the trainer populace wouldn't stand a chance.
Their point is testing if trainers are up to the league level. For the last 2 or 3 gym battles anyways they already make a guess you are good so they start holding out less and less every time.
