It isn't a side quest. You get the recipe by the point you either get to rank 8 or advance the story to the point basculegion is unlocked, probably even before that. I'm certain because no mission reward has given me recipes, but unlocking ranks makes the move tutor better and as well as unlock more recipes as you go. The clear hint is that you unlock a recipe in rank 8 that requires an item you had not got before, the recipe for that item was in the workshop recipe store all along yet u had not noticed.

This is also wrong. Each pokemon use the trade Evo item as an Evo stone, which means link cable only works for trade evos that don't hold items. The rest evolves with the respective item using it from the menu.

You can also get them by mining certain ores that have a chance to drop them. Shaking ores might drop them. For example the ores in the surrounding high area of the first lake in the first map, where luxray spawns, have a chance of dropping stones. I've got only elemental stones this way. Sun and moon are more frequent with Ursaluna. All stones can randomly spawn from rifts.

Also: each dex task gives you 1 level point. Each tier gives 1 point when reported. The ones with red marks give 2 instead. If your goal is to simply get level 10 tasks with your pokemon, you should prioritize that. (Like feeding certain pokemon red marked task 5 times is enough to reach level 10, and any food works)
