Berry specialists and ingredient specialists improve at their roles by levelling up; berries get stronger, new ingredient slots unlock, there's less of a reliance on subskills but they do improve their role.
All skill specialists had was the chance to get +1, +2, or +3 skill levels from subskills (which has to compete with skill trigger subskills), and the skill levels gained from evolution IF they can evolve (mons like Dedenne gets stuffed).
The imbalance here can be seen as intentional as skill specialists have the potential to do incredible things, the trade off being an added investment is required and therefore adds value to whatever economy is implemented, and encourages you to go premium, save up sleep points, etc.
In practice, you have a whole category of Pokémon that are heavily limited in use due to the scarcity of these seeds, as they can't deliver on berries or ingredients for direct strength contributions.
I feel like there's a very simple fix to this problem, something like a guaranteed +1 skill level when hitting level milestones like 20 or 40, and maybe only for skill specialists. The "double bank" skill trigger was a much needed buff, but only for actually running actively outside of the economy thing mentioned.

Change to new areas if you want to advance your sleep dex goals. Progressing into Lapis Lakeside and Old Gold Power Plant in particular are important goals because they have good spawns (more desirable and fewer undesirable).
Sleep dex goals are also how you increase your maximum cooking pot size, and maximum area bonus.
