She's more like a slotted in character that came after the fact. All the demure girls who fit that trope like Hinata and Orihime were always established as being there first, while Serena was not.
And maybe this would have been a comparison that worked had they not already had implied romances before she existed, like with Misty, and then shipteases for other leads on top of that. At the end of the day, the first girl wins trope almost always happens regardless of any other factor. Had none of that been a thing I'd agree that Serena was the obvious choice as the endgame ship, despite how late she came in to the series.
