Second it really wouldn't do justice for Pikachu if he's not MVP when Satoshi finally wins the league and becomes a legitimate Pokemon master. Pikachu doesn't have to be the strongest Pokemon in Satoshi's arsenal, he just has to be the one that gets the most done proving their bond isn't just for show.
Third, something like fighting Tobias again in the next league as the champion and beating 6 legendaries would be enough and you can justify it by having the season be linked to advertising Pokemon masters, so Satoshi gets a chance to fight all the best trainers and git gud instead of a season full of SOL.
What better way to allow Satoshi to finally reach the title of Pokemon Master than having him fight Pokemon Masters non stop? The only thing I'm not sure of is if Tobias won his league challenge and defeated Cynthia since in that case he wouldn't be free to be the champion of the new league area.
