If Serena was written as an actual Pokémon character then she probably would have been a reserved sweet girl with a sassy personality like the Original Nurse Joy who would often call out and scold Ash for being rush, naive, boastful, overly competitive, hotheaded, rude and battle maniac. If XY Ash had a consistent character then he would often frown and annoyed at Serena criticising him, in fact Ash is more like Ash when he frowns.
Pokemon characters meant to be expressive , that's why characters like Sango got so popular compared to Liko. Serena also needs to be more expressive to be an actual Pokémon character.
