In reality most trainers in league conferences likely passed retarded shit like the exams shown in OS that can qualify you for the league with no badges or there are just some really weak and pathetic gym leaders offscreen getting gangraped by weaklings.
I can at least say that the Manalo Conference filtered most of the shitters. Ash, Guzma, Gladion, Kiawe, Team Rocket and Hau are all competent and strong trainers. The shitters in the Top 16 were Lillie, Mallow, Sophocles and Lana who all got gutter stomped.

The announcer of the fight states Flint took down two of Cynthia's pokemon. Mind you, IIRC it was specified that Flint's Infernape took down two of Cynthia's pokemon so it's possible the rest of Flint's team managed to take down some more.
