Shudo wrote about a director (general of animation, assumed to be Hidaka) that complained about ideas, but that director was complaining before Shudo arrived. Shudo said that the TRio was an idea pitched before he was hired that went into the garbage bin, but Shudo loved the idea so much that he threw out the crazy idea of having Pokemon be a musical to make it easier to repitch the Time Bokan style villain team.
Outside of his own episodes, Shudo understood that to produce a weekly animation like Pokemon, he had to be hands off and let the professionals do their jobs. The upper brass had sway, but the writers were ultimately the ones doing the writing. He didn't weigh in much after the script was done because the director and producer made their remarks, but also he trusted his staff. He complained about the director, but most of the overreach was on the writers, not him.
Side note, but he seems especially fond of (I assume based on context) Tsunekazu Ishihara:
