If this was the ashnime, the morale would be something like "Rayquaza and Liko formed a stronger bond that exceeds Roy's selfish ambitions so Liko is more worthy of keeping it because she understands the Pokemon better on an humane level better than Roy".
As fo Horizons I don't remember if they ever hold up to this ashnime sort of morale, I think it's more of a generic fantasy morale than the ashnime code where everybody goes out of their way to appease girls and treat the vaguely interpreted wishes of the really wilder or legendary Pokemon as some sacred gospel.
