We know this because the only official subs to ever be produced, for special announcements like Horizons or for Japan-only YouTube shorts, are very clearly done by TPC in Japan, not by TPCi.

If TPC wanted to, they could sub the entire anime themselves as many anime studios do and put them on Japanese releases. In fact, they basically were one step removed from that when they used the 4Kids dub as a special feature on their M01-3 DVDs.
