Those colors could match Milotic like many other mons but I think the partner mon key stays in those darker patterns in the blazer that seem geometrical like Milotic scales patterns and the space between its scales unless they refer to some ground or rock type plates of whatever mon. So unless it's Wallace & Lumineon with Milotic and Rika event it could be an ingame or new Milotic user.
Swoobat themed outfit should perhaps mention something heart shaped somewhere.
