Coinflips in this game aren't 50/50. Each card has its own probability, the coin flip is an illusion. Misty is definitely less than 50%. It maybe used to be closer to that at the start back when Articuno T18 was a thing, but they most likely patched it out to nerf it after seeing how absolutely bullshit that strategy was.

What totally happened is Togepi turned Misty from a tomboy to a boring generic waifu and the Johto anime was boring and unwatchable. Ash did not need to take all summer to go from Azalea to Goldenrod.

Gen 2 killed Pokemania and no one cared about the shitty baby dex when half of Johto was Rattatas and Pidgeys.
