Personally, I like there being a limit to the number of moves a pokemon can use, even tho it being 4 is completely arbitrary. Limitations foster creativity and the only other alternative I see is pokemon just becoming Drake's Dragonite and that would be just silly, I only wish that trainers acknowledged the 4 move limit of their mons and there were scenes where they carefully consider what moves they want to teach their mons for an upcoming battle, you know, like that time Ash thought his Heracross Sleep Talk to counter Nando, but actually shown on screen.
But regarding Dudunsparce and Dig, maybe it could be a part of its story where it wasn't able to dig by itself and Ash teaches it the move, kinda like how he thought Dragonair how to fly by teaching it Dragon Dance, in retrospect, Dragonite learning Fly and using it instead of Hurricane would have made more sense. Also, consider that it wouldn't just have four moves, it would have whatever its initial moves were and get new ones as it grows and evolves, so it could have Dig at one point it another and just replace it eventually.
And I was thinking its Hyper Drill would be just this huge powerful attack, because of the "Hyper" in its name, that it would use after it was underground with Dig to shatter the ground beneath its opponent like it would be too powerful to pull off just a normal Dig with it, but I guess it could learn to precisely control its power.
