Gary is one of the better handled characters. Making him a champion or a top ranking PWC contender ruins the development he's had over the years. Him joining PM makes sense as a researcher. Him wanting to battle again doesn't.

But I also think the ranks are not the complete truth as we have seen, however if PM proved something is the champion is just as arbitrary, there is huge power disparity between champions and regions.
