If anything, it should've gone more like the Master's League fan-manga where everybody frm before shows up at points but it's mainly focused on Ash and his Pokemon.Goh is a protagonist alongside Ash, so it's not just about Ash. PM19 just sucked at giving both equal time. Goh's PM goal needed more development too, not just Ash's PWC story arc. They both got fucked over by the incompetence of the people in charge of the anime. It didn't help they were trying to squeeze in as many character returns as possible and work in DP promotion after covid has already cost the series around ten episodes. Plus all the Koharu stuff that never went anywhere but was pushed anyway because they needed to shill Eevee.
So no, it's not all Goh's fault. The whole series is just a train wreck.
