She's gotten a bunch of appearances in the anime and then was basically one of the protagonists on the Special thing where Brock was in.
They also clearly were smart enough to not pit her against Leon so as to avoid showing her jobbing, and even worse, jobbing to build-up Leon. With how hard they are wanking Leon you'd think this would be the obvious choice and yet they didn't go for it.
Plus, as we saw during this episode, they portrayed as her as insurmountable wall. Ice cold. With ominous music and everything. Full on final boss-type stuff.
It's impossible to come out of this episode saying that Cynthia looked weak in any way, shape or form.
Despite all PM has fucked up they haven't shat the bed with Cynthia. Somehow. A miracle in itself.
