Obviously Lumiose City is IN Kalos, so obviously we'll be IN Kalos. But the game could very well take place in a time (Future or past) that changes the name from Kalos to something different.
And if they do change it to something like the "Lumiose Region" or whatever, it doesn't change the fact that we'll still very obviously still be IN Kalos.
TL;DR - A name is a name. Regions stay the same.
