He had Pikachu, Squirtle, Bulbasaur, Pidgeotto and Charizard on him
Pidgeotto was too exhausted to fight because it had to fly Ash and Pikachu to the stadium
Pikachu and Squirtle weren't at 100% because they had to fight Team Rocket
Bulbasaur was in the same boat as Pikachu and Squirtle and would've been at a disadvantage vs Butterfree and Charmander
His only option was Zard who he didn't like to use unless it was a last resort.
No prep time and couldn't get stronger mons like Kingler, Muk or Tauros from Oak
