They're clearly not on the same level since Ash admits that he wasn't close to Agatha in strength and Scott says that he shouldn't have expected to beat an Elite Four member. Scott was talking about his performance, not that the brains were as strong as an Elite Four member.

No. Scott said that anyone who could put on a performance like that against Agatha would be good enough for the BF. Ash wasn't close to making a competitive match against Agatha.

The only Brains that might be close to E4 in strength are Brandon and maybe Anabel.
