Yeah, there's no need to delete Chloe from a Tomboy Goh version of Journeys. She also had reasonable flaws like Goh did. Not really caring about Pokemon isn't a character flaw per se, but she was a bit stuck up and cold, kind of a kill joy at first. Then by hanging out with Ash and (Tomboy) Goh, she started easing up. When she got the Eevee and met different Trainers with Eevees and saw the diversity of ways that people interacted with Pokemon, she actually started overcoming that initial unfriendliness and became active in helping people.
I think before Journeys, the last companion to actually have character flaws was probably Iris. Her flaw wasn't that she was mean to Ash, but rather that she was regularly immature and liked kiddish things while ragging on others about being children. She overcomes that hypocrisy pretty late on, though she keeps her overall attitude. Serena didn't really have flaws. Her "flaw" was not being committed to anything and quitting stuff when it got too hard, but we didn't actually get to see that play out in the anime. She never struggled with things she tried while with Ash, and her mom just calls her out on it out of nowhere. Lillie and Kiawe almost have flaws. Lillie starts out by over intellectualizing everything rather than facing her fears, but that doesn't really affect anything. Kiawe is overly serious about battles and traditions, but like Serena, we don't actually get to see that play out that much. It's informed rather than actually there.
So yeah, Goh and Koharu are cool. Journeys tried, even if it was too schizophrenic in what it wanted to do to actually fulfill those things.
