It has yet to be greenlit for production.

She actually cameos in both episodes.
One in flashback memories mentioned by Satoshi and Eureka.
Both Satoshi and Eureka have kept in contact with her off screen.
The other, only her mouth smiling when watching Satoshi's battle on tv.
She will be added to the opening later on in the year in the spot which shows Tokio standing under the moonlight. That's temporary to show that Gou will join Tokio in Project Mew full time.
Serena will also have a brand new exclusive design; that the staff are not revealing until later.
It will be added to her Masters character.
Her return is clever and has been thought out well.

I could see that if Lucario was one of the only players in the battle, but I don't think any time is going to be wasted on Lucario as an individual, considering he's one of 12 Pokemon who are involved in this fight.

Ash and Tokio are nothingburgers in this whole encounter, the real heavy hitters will be Cinderace and Arcanine. Gary will either upstage Goh and intensify their rivalry, or Goh will earn Gary's respect by hitting Articuno with the knock out. The other two boys are really just window dressing.

I think Tokio is going to replace Ash as Goh's companion if Ash leaves for the next region. The Celebi thing is just too obvious

If they give him a 6v6 over 2 episodes it'll be acceptable, though I feel like his return deserves more. I'm afraid that won't happen, but maybe I'm just pessimistic. They gave him a nice solo shot in the opening, he had 2nd or 3rd top billing in that opening, behind Greninja and maybe Tokio. I hope they feel like they don't want to disappoint.

Nah, most returns can be just 1 ep each, and even some can be crammed together like the lemons and the frog, Gary is part of project Mew as well as Tokio, so they are part of Goh's future arc.

Also, I really, really should know better than to forget about an episode with Shiny Celebi in it as you can get filleted alive around here for it. I'll try to remember who Tokio is going forward as I'm sure they won't Giselle or Casey him and will definitely use him in at least one more episode. Yeah, definitely.
