Remakes and legends are two separate things.
Remakes come in the order of the older to newer generations and there are gens that didn't add remakes (Gen V and gen VII and maybe gen IX). Even if they aren't as "faithful" as BDSP and add significant changes, they usually follow the same plot and outline at least until the postgame.
Legends (keep in mind that only has only one released right now) seems to be more related to the region and legendaries than the gen itself, and therefore can be more different by being set in diferent story perods, having different plot, mechanics and different dex.
Only time will tell what are the exact traits that PLA and Z-A have in common.
They can still release he gen BW remake, this gen or the next, before XY remake
