That didn't happen. Gen 8 plays exactly like the previous two games and Gen 9's changes are completely irrelevant. Hell, the base games of SS and SV have more Pokemon than base SM, roughly equal Pokemon to USUM, and only 50 less Pokemon than XY. Unless you're considering only exactly the Legends games which are borderline spin-offs like Let's Go nothing you said is remotely connected to reality.
