Gengar line is the only other one that's been truly 100% safe, so far, but easy to forget that many of the Pokemon there, like Garchomp line, were added only with DLC and weren't on the base game.
If you don't count Legend games, Starters are all safe, but a great deal of them are also DLC adds.
Personally, I feel like being a DLC addition slightly diminishes the status but I can see why would someone disagree with me.
ZA piss small dex is frankly quite insulting considering how gigantic the XY dex is but that's what happens when you decide to chop out the entire region but a city. That's the reason so many even "safe" lines got the boot. Depressing downgrade in all senses.
