Pokemon is a monster collector/tamer series. It is not a fighting game franchise. Rotating casts of characters were never a part of the series. Many players have individual Pokemon they care about that are trapped on an older game.
I know it's only in the west, but Pokemon was marketed with the tagline "Gotta Catch Em All," and even if Japan never used it, the existence of the Pokedex shows that collection is a large part of the Pokemon experience. Cutting the dex is antithetical to the core of the series.
GameFreak were already aware of the logistical problem of the sheer amount of Pokemon, which is why they made "future proofed" models for the 3DS. I'm not a 3d modeler, but if they're "future proofed" then what's the issue? If they aren't then why the lie?
The biggest reason for the SWSH pissing so many people off wasn't just the cut, it was the given reason. GameFreak had to "recreate every model from scratch," which was proven to be completely untrue. Sadly that fact has been memory holed since then. If they had been honest with their fans about the workload, the cut would have gone over much better.
Another problem is that GameFreak simply won't increase their staff. You could still have over a thousand Pokemon by outsourcing modeling updates to a third party company, it's not like Pokemon is low on cash. There's currently 600+ out of the 898 total Pokemon in SWSH's code, either obtainable or transferable. If it's so difficult, why are so many able to be added? Why not add the rest?
I'd be personally fine with less new Pokemon every generation if it means keeping all the old ones in the code. Comparing that to Digimon is unfair though, as Digimon games have never brought every single Digimon to each subsequent game. Hell, the games themselves are inconsistent. Digimon World is a different beast than Rumble Arena or Cyber Sleuth.
