While there has been a lot of Kanto pandering as of late, adding Kanto to GSC was a common trope for video games at that time (another example being Dragon Warrior), and the intention was to allow players to revisit old locations and see how things have changed in the last three years. Even if Kanto was butchered, it was still fun to fight all the gym leaders. Up until GS release Pokemon literally was Kanto and to "pander" to fans of the first gen at this time was to literally pander to all pokemon fans.
In gen 3, GF severed backwards compatibility and half of the old Pokemon were unobtainable. Remaking RB was a logical solution?
In gen 4, HGSS being a remake doesnt need explanation for why this isnt pandering. Kanto wasnt the focus of this game, it was a straight up remake of gen 2. This was fanservice for gen 2 fans.
Gen 5, you're stretching here completely. Many new designs were based on old concepts, and most genwunners hate them. This isnt pandering. Kanto wasnt included at all or mentioned in these games, genwunners hate these games more than any, and you either are reaching for straws or have some kanto victim complex.
Gen 6 onward only are valid points.
