Generally speaking, when you build a pokemon with the intention of giving it a Choice item to hold, what moveset do you give it? I'm guessing a buncha coverage, with U-Turn or Volt Switch if the pokemon can learn them? And stat-boosting moves would be pointless?

Give them as much coverage as possible. Choice users are chosen either because they have amazing coverage (Garchomp, Genesect), or because they have one thing they do exceptionally well (Talonflame, Azumarill). Since you would be locked into buffing, stuff like Swords Dance is never used with Choice.

The most powerful moves they have access to, its not like you can just switch moves on the fly. Hell i run a talonflame with brave bird, flare blitz, and u-turn with a choice band, and i never end up using u-turn.
On my haxorus i run just enough speed to outrun base 130 with an adamant nature with a choice scarf. It knows Outrage Earthquake Poison jab and Dragon claw. I hardly use anything but outrage.
Also Its really fun to watch dumbasses try to set up their weakness policy Dragonite against my haxorus. Mold breaker stops multiscale.

The best choice users run choice items because they only do one thing well.
Azumarill does stupid damage
Talonflame outspeeds everything with brave bird
Garchomp has stab outrage/EQ with crazy damage and sits at base 102 so he can outspeed base 100s
Darmanitan's flare Blitz does crazy damage
Genesect is a cunt with stab U-turn and download, you basically need a scarf to kill it.

From what I can tell the difference between good choice users, and bad choice users isn't coverage, its power(rape ape/azumarill) or the ability to revenge exceptionally(talonflame/ditto/garchomp) well.

All the other choice users seem underwhelming
