In a perfect world, having resources is a show of merit since resourcefulness is an important skill. However, I doubt any of the twenty-somethings in Team Flare had that kind of money without resorting to crime or their parent's pockets. A more realistic Team Flare would be full of corporate CEOs, entrepreneurs, and con artists, none of which probably care about getting in for the costume.

I object, Team Plasma was decent. They were ideologically cohesive, with grunts expressing varying levels of zeal and doubt; their figurehead was charismatic and idealistic, and the puppeteer in the background cunning and able. Team Plasma was interesting at every layer of the organisation.

Team Plasma had many grunts who were fanatic about their organisation's goals and stole people's Pokémon because they were convinced they were saving them and doing something good. They antagonised others (like the player) as being irredeemably wrong and not even worth listening to (take a look at the political polarisation in the USA, this is a real dynamic). Though some grunts weren't so sure, and were torn between the organisation's goals and their own love for Pokémon.

Unlike all the other organisations, Plasma had an unifying ideology (I'm not counting “land/sea rules, we need more land/sea because that's retarded), which put the grunts' actions into context, and made them less pointless.

It's pretty clear half of hte plot got shafted last minute in favour of that whole megaevo hunt. They had no idea what to do with the team flare and especially the supposedly 4 leader girls that ended up with not even presentation speech, not specific teams, and even in the story they were just forced there by being called into battle by a nameless grunt.

I think they are one of the weaker teams in this series. Not exactly bad as Team Magma/Aqua or Gen 2 Team Rocket, but they certainly haven't realized their full potential. I don't think it has as much to do with what they 'are' but more of 'what they could have been'. XY was certainly a rush job in many respects and Team Flare probably suffered from this the most. If their story is tweaked and rewritten for a third version, I really like to hope it ends up as the Platinum to our DP.

The things that were wrong like overly nonsensical grunts or flat admins can be fixed with proper execution, because all Pokemon teams have these things.

Lysandre is one of the things they fucked up the least but now he's dead as hell
