I remember PBR at a special event where you could download a Pikachu with surf and volt tackle holding a light ball. Its a shame the surf didnt become a special egg move.

Disregarding Gen VI's new relearning mechanics, Raichu being able to learn Sketch just once wouldn't be that big of a deal. It can't have any moveset, just one move.

Even if it could learn any move it's not getting banned anytime soon with 90/90 offenses and no bulk

Unless there's a special check for it, they can now.

Yeah, I mean I suspect that for any other Pokémon, Sketch would be locked out of relearning. Unless, for example, it lost the move it had Sketched before, meaning it could only ever have one Sketched move at a time.
