In the manga, it was used to signify someone was Hoenn Champion and Steven wore because it looked dramatic when the plot started getting thick. Wallace wore it more, since he had in the games and the anime, but folks still like to see Steven in it. I'm not a fan, personally, it doesn't suit him as well as it suits Wallace.
