252/252 spread is the best spread for fast, offensive pokemon cause it maxes the two stats they're actually going to use. Only exceptions are pokemon with a weird speed tier, like Mega Absol and Raikou, who both run 224+ Spe in their suggested spreads. Slow, bulky attackers max their attack stat, get into a good speed tier and then rest in HP. There's not much you can do to improve on this, unless you're trying to avoid an 2HKO/OHKO from a very specific move (e.g. Aegislash runs 12 Def to avoid OHKO from Lando-T's EQ.)
basically everything that has good mixed defenses is going to have a specialized spread. Mandi's set runs 108 SDef EVs to avoid a 2HKO from Lando's Focus Blast and 16 Spe to outpace max speed Azu/Maw.
And of course, they don't say "you HAVE to use this spread or it's shit." They're just giving the best, generalized spread. Like if your team isn't weak to Lando, you don't need to run those SDef EVs on Mandi.
